Read the job advert and check whether the instructions ask for one - if it does then yes, you should include one. If the job advert does not specify, then consider whether you have anything to add to your CV that would be served by a covering letter. A covering letter should not be a repetition of your CV; if you're going to include one, then make sure it has something different to say that cannot be deduced from your CV.

We are located at 9 Wellington Square, a short walk (5 minutes) from the town centre serviced by a number of bus routes. We are also a 5 to 10-minute walk from Hastings train station. If you are driving, there is pay and display parking located outside our offices.
